Return Before Canceling Insurance

When the plate will not be transferred, return the valid plate before canceling liability insurance to reduce the risk of a lapse penalty.

Return In Person or by Mail

Plates may be returned at a license plate agency or mailed to the NCDMV Vehicle Registration Section.

Transfer Insurance Requirement

Maintain liability insurance on both vehicles and provide proof of coverage for the transfer.

Receiving Vehicle Inspection

The vehicle receiving the plate must have a current inspection.

Valid Plate and Matching Name

The plate must remain valid, and the applicant’s license and vehicle title must use the same name.

Transfer Fee

A current NCDMV plate-transfer fee applies. Confirm the amount on the official fee schedule before the transaction.

Dealer-Issued Temporary Plate

It generally expires when the permanent plate is received, the sale is rescinded, or 60 days after issuance, whichever occurs first.

Limited Second Temporary Plate

A second 60-day plate may be available in limited title-delay situations when the statutory conditions are met.

NCDMV 10-Day Plate

NCDMV may issue a 10-day plate that authorizes an unregistered vehicle to be driven for inspection and registration.

Not a Vehicle-History Guarantee

A temporary plate does not prove ownership, clear title, lien release, insurance, safety, or vehicle condition.

New Plates May Not Match

Recently issued temporary plates may not appear in third-party plate-to-VIN sources. Use the physical VIN and official transaction documents.

Watch for Alteration

Copied, handwritten, expired, obscured, or unsupported temporary plates are serious fraud warnings.

Require the Original Title

Confirm that the seller is named on the title and has authority to transfer the vehicle.

Notarize the Assignment

A North Carolina title transfer generally requires the seller’s signature to be notarized.

Complete Odometer and Damage Disclosures

Newer Low-Mileage Exemption

Some light-duty vehicles less than three model years old with fewer than 70,000 miles may qualify for an exemption.

Older Vehicle Exemption

Vehicles at least 20 years old are generally exempt from emissions inspection.

Diesel and Farm Exemptions

Diesel-powered and registered farm vehicles are among the categories generally exempt from emissions testing.

Repair Waiver

A qualifying owner may apply for a waiver after spending at least the required amount on emissions repairs and meeting the other conditions.

Inspection Does Not Prove Long-Term Condition

A passing emissions result does not guarantee future reliability or rule out hidden engine, catalytic-converter, sensor, or wiring problems.

Seventy-Five Percent Threshold

Review the damage estimate, pre-loss value, insurer records, title documents, and auction history.

Anti-Theft Inspection

A salvaged or damaged vehicle six model years old or newer generally requires an anti-theft inspection by the State Highway Patrol Investigative Services Unit.

Reconstructed Vehicle

A reconstructed vehicle has been materially altered from its original construction and may require additional documentation and inspection.

Flood Vehicle

A flood brand warns of possible corrosion, electrical failure, contaminated fluids, mold, damaged restraints, and hidden water intrusion.

Junk Vehicle

A vehicle designated as junk cannot be titled or registered for normal road use.

Inspection Is Not a Warranty

A state inspection does not guarantee repair quality, crashworthiness, reliability, market value, or freedom from hidden defects.

Flood and Water Intrusion

Look for silt, corrosion, musty odors, fogged lights, wet carpeting, mold, damaged connectors, and mismatched interior materials.

Coastal Salt Exposure

Inspect brake and fuel lines, fasteners, suspension parts, electrical grounds, body seams, exhaust, and the underbody.

Mountain Road Salt

Vehicles used in colder western counties may show corrosion from winter treatment and freeze-thaw cycles.

Storm and Hail Damage

Check the roof, hood, glass, seals, paint depth, repaired panels, drainage channels, and hidden structural areas.

Heat and Humidity

Test the cooling system, air conditioning, battery, seals, electronics, interior materials, and fluid condition.

Tires and Brakes

Inspect tire age and tread, brake lines, rotors, calipers, wheel bearings, alignment, and storm-related debris damage.

Theft and Recovery Records

Review available theft and recovery signals, then verify concerns through law enforcement or NICB VINCheck.

VIN Cloning

A stolen vehicle may use a copied VIN, counterfeit label, false title, or plate from a similar legitimate vehicle.

Plate Swapping

A plate attached to the wrong vehicle can create a make, model, year, or VIN mismatch and may indicate fraud.

Title Washing

Moving a damaged vehicle between states may be used to obscure salvage, flood, junk, or rebuilt history.

Odometer Fraud

Compare displayed mileage with title, inspection, auction, service, sale, and registration records.

Online-Sale Fraud

Avoid sellers who hide the VIN, refuse an inspection, cannot produce the title, or demand irreversible payment before verification.

$50,000 Per Person

The minimum bodily-injury liability limit applies to injury or death of one person.

$100,000 Per Accident

The minimum bodily-injury liability limit applies when more than one person is injured in an accident.

$50,000 Property Damage

The minimum applies to damage to another person’s property.

Underinsured-Motorist Changes
